In Luton, we operate a number of sites, each offering a variety of tailored services to support individuals faced with rough sleeping.
These include HMOs (Houses of Multiple Occupancy) and SCFs (Self Contained Flats).
Types of accommodation
We offer:
- HMOs (Houses of Multiple Occupancy) offering 82 units across 15 houses. Service users can stay here for 12 months
- SCFs (Self Contained Flats) offering 52 units across 4 houses. Service users can stay for an unlimited period of time.
My Place Pathways
10 move-on homes for those with a history of rough sleeping in Luton. This service also provides revenue support to help those individuals maintain their homes and resettle into permanent accommodation within a 2 year time frame.

A scheme providing support to individuals who are tenancy ready, to access accommodation in the private rented sector.
The Resettlement Accommodation Project (RAP)
The Resettlement Accommodation Project (RAP) provides a variety of accommodation options with support for those leaving custody, accessing probation services or those who have a mental health diagnosis. This includes:
- RAP Intensive Hub
- RAP HMOs
- RAP Mental Health HMOs
- RAP Supported Step Down
- RAP Longview Villas

The Referral Process
At Keystage Housing, we provide a range of accommodation and support services to help those faced with rough sleeping, no matter there they are on their journey.
All those referred to us are screened prior to assessment and placement. We will meet with you to discuss what you are looking for so that we can both be sure that our services are right for you at the time you need it. We may also speak to those who work with you to discuss other support services available to understand how to best support you towards resettlement.
